About the Climate Resiliency Fund

In November 2024, Honolulu voters approved a charter amendment establishing the City and County of Honolulu's Climate Resiliency Fund (CRF). In 2025, the Honolulu City Council adopted Bill 15, now Ordinance 25-23, incorporating the fund into the Revised Ordinances of Honolulu and outlining its purpose, allowable uses, and administration.

CLIMATE RESILIENCY FUND VISION

The Climate Resiliency Fund is a generational investment in O‘ahu’s future. Its purpose is to support high-impact projects and catalyze innovative solutions that safeguard our communities, natural resources, and infrastructure from the impacts of climate change while advancing sustainability and equity. Our primary goal for the implementation of CRF-funded projects is to build a more resilient, self-reliant, and climate-ready Oʻahu for generations to come.

To fulfill this vision, the Climate Resiliency Fund has 5 purpose areas, including

  1. Finance preventive, ameliorative, and educational measures relating to experienced and anticipated climate impacts.

  2. Safeguard the City’s residents, economy, and natural environment against climate change impacts for future generations.

  3. Educate City residents about experienced and anticipated climate impacts and the importance of resilience to foster community-wide understanding of and response to climate challenges.

  4. Enhance the City’s resilience to climate change impacts, including investments in green infrastructure, Indigenous knowledge-informed solutions, invasive species prevention and control, renewable energy, and coastal protection measures.

  5. Mitigate experienced and potential flood impacts induced by climate change by financing construction, repair, and maintenance of City-owned or -controlled waterways, wetlands, streams, drainageways, channels, and water systems.

Supported Projects

Since inception, the Climate Resiliency Fund has funded 12 City departments and 27 City climate programs. At this time, the CRF only funds eligible City-led climate programs. The administrative procedures to solicit funding to and from non-City initiated projects are still being developed. Additional information will be shared soon.
