Building a resilient island community in the face of challenge and change.
Our mission is to support the City and County of Honolulu in its vision of a more economically self-sufficient and safer Oʻahu.
Oʻahu Food Systems Plan
The Resilience Office is developing the City’s first food systems plan–grounded in the understanding that food is pilina, connecting people to ʻāina, culture, and one another. The plan highlights key challenges and outlines coordinated actions to improve how food is produced, distributed, and accessed across Oʻahu while supporting the health of our communities, economy, and environment.
A draft of the plan is now available for public comment!
Climate Ready O‘ahu
The City’s first climate adaptation strategy enhances the City and community’s resilience to climate impacts through specific, measurable actions that prepare us for the worst scenarios while also charting a course toward a more equitable, resilient, and climate ready O‘ahu.
Annual Sustainability Report
DLNR
The City is committed to reporting back annually on our island’s sustainability progress to ensure transparency in our efforts towards a more equitable and resilient Oʻahu.
This year’s report has just been released–check out progress from 2025 and interact with data.
Climate Action Plan
The Climate Action Plan is a community-specific strategy to combat climate change and eliminate fossil fuel emissions—the root cause of climate change. The Plan outlines actions the City can immediately pursue to reduce Oʻahu’s greenhouse gas pollution from ground transportation, electricity, and waste sectors from 2020 to 2025.
The City is in the process of updating the CAP for 2025-2030.
The 44 actions within directly address the challenge of long-term affordability and the impacts of a climate crisis that is already driving islanders from their homes. This Strategy was not the work product of one; it is a gut-check from thousands of residents who want to see action to protect the island they love.
