Climate Action Plan Update
In 2021, the City and County of Honolulu adopted its first Climate Action Plan (CAP) for 2020-2025 to drastically reduce the emissions that cause climate change. It includes 9 strategies and 47 actions to reduce greenhouse gas emissions by 45 percent over five years, and put us on a path to carbon neutrality by 2045.
The Climate Action Plan is now in the process of being updated for 2025-2030, and will be released in 2026. The plan aims to reduce carbon pollution through community-centered solutions with emphasis on affordability and equity for Oʻahu residents. To gather perspective from residents and prioritize the needs of the community, a variety of outreach opportunities took place, including a survey, tabling events, monthly CAP Committee and Sub-Committee meetings, community workshops, and more. The draft plan has also been influenced by a City interdepartmental group, engagement led by a community-based organization, technical data consultants, and local experts.
This Community Platform is a digital space dedicated to fostering transparency, engagement, and collaboration in the City’s climate action planning efforts. Meaningful change requires the active participation of community, and we are eager to incorporate your perspective!

Climate Action Plan Update Committee
The CAP Committee is a group of 10 community, industry, and government representatives who guide the development of the 2025-2030 CAP update. Representing diverse communities, interests, and geographies across Oʻahu, the CAP Committee provides guidance throughout all stages of the project by offering evaluations, reviews, and recommendations. There has been three Committee meetings and six Sub-Committee meetings. The public was invited to attend and participate in the below Committee meetings.
