Sustainable Waste Management


City Objective: Manage an integrated and sustainable waste system that prioritizes source reduction, maximizes resource recovery, and provides safe, reliable, and environmentally sound collection and disposal systems.

The City continues to strengthen innovative and practical efforts to reduce waste, recover valuable resources, and protect the health of our island environment. 

In 2025, in partnership with Re-use Hawaiʻi and Goodwill Hawaiʻi, the Department of Environmental Services launched a reuse pilot program at the Kapaʻa Transfer Station. The program accepted donations of reusable household goods, furniture, and building materials at a convenient drop-off location to avoid sending these usable items to the landfill. This effort reflects the City’s commitment to reimagining resource recovery, promoting a circular economy, and reducing strain on our waste management system.

To further strengthen responsible waste management, the City installed new e-waste collection bins at convenience centers and transfer stations across O‘ahu. Proper recycling of electronics helps prevent hazardous materials from entering the waste stream—protecting public health, reducing fire risk, and increasing waste diversion.

The City recognizes that sustainable waste management begins at the source. In Spring 2025, the City approved Ordinance 25-18, which prohibits the sale of single-use plastic bottles in City vending machines. By encouraging a shift toward more sustainable alternatives, the City is reducing its own plastic waste and aligning its purchasing practices with waste reduction goals.
